In a bipartisan 245-169 vote, the House last night voted to pass the American Bankers Association-backed H.R. 4296. Introduced by Rep. Blaine Luetkemeyer (R-Mo.), the bill would prohibit the establishment of operational risk capital requirements based on a number of factors.
