The rate for a 30-year fixed-rate mortgage averaged 4.08 percent this week, up from last week’s 4.02 percent, Freddie Mac said today. At this time last year, the 30-year FRM rate averaged 4.12 percent. This week’s 15-year FRM rate averaged 3.24 percent, up from last week’s 3.21 percent rate. A year ago, the 15-year FRM rate averaged 3.22 percent.
Tioga-Franklin Savings Bank in Philadelphia closed by regulators
Pennsylvania regulators closed Tioga-Franklin Savings Bank in Philadelphia and appointed the FDIC as receiver. Second Federal Savings and Loan Association of Philadelphia agreed to assume all deposits and purchase substantially all assets of the bank.
