Recent news from Treasury’s Office of Foreign Assets Control: April 5

The Office of Foreign Assets Control announced the following sanctions action last week.

West Bank-related Sanctions

OFAC SDN List Update – Deletions under E.O. 14033: OFAC on Oct. 17 removed four individuals from the Specially Designated Nationals (SDN) List pursuant to Executive Order 14033, which targets destabilizing activities in the Western Balkans. The following names have been deleted:

  • Jelena Pajic Bastinac
  • Danijel Dragicevic
  • Goran Rakovic
  • Dijana Milankovic

Foreign Terrorist Organization Sanctions

OFAC sanctions Haitian gang affiliates: OFAC on Oct. 17 sanctioned former Haitian police officer, Dimitri Herard for his support to the Haitian gang coalition, Viv Ansanm.  Also designated is Kempes Sanon (Sanon), leader of the Bel Air gang, one of the constituent gangs in the Viv Ansanm alliance.

Viv Ansanm was designated by the U.S. Department of State as a Specially Designated Global Terrorist (SDGT) and Foreign Terrorist Organization on May 2, 2025. OFAC is taking this recent action pursuant to Executive Order 13224, as amended, which targets terrorist groups, their supporters, and those who aid acts of terrorism. Read more.
